Why we say no.

A review is only worth paying for if the checks can actually be run. When a plan's filings do not carry the schedules we read, or the filing is too old to place against current peers, we would be guessing, and we do not sell guesses. So we say no before you pay, not after. Plans we cannot review today may become reviewable when the plan files again or when we add the short form.
